The Basic Idea

A foreign judgment is not enforced automatically in Egypt. A suit before the Egyptian courts is required to grant it an enforcement order, and to verify that the legal conditions for its enforcement are met — most importantly the condition of reciprocity between Egypt and the country where the judgment was issued, its non-conflict with Egyptian public policy, and the proper notification of the opponent in the original case. The reciprocity condition in particular is the point at which foreign judgments most often stall at enforcement in Egypt, and it must be examined before filing the suit, not after.
